We advance policy and systems change by mobilizing civil society movements and strengthening the capacity of our local partners to advocate for better health outcomes. To date, GHAI has supported civil society advocates to pass public health policies in more than 32 countries covering 4 billion people.

Our team has supported over 260 organizations in more than 60 countries across diverse political contexts to plan and execute winning advocacy campaigns on a range of public health issues. Our success passing policies is built on the experience and expertise we’ve honed together with our partners. We employ a cross-disciplinary approach that includes political mapping, legal and litigation strategy, strategic planning, communications and media advocacy, coalition building and grassroots mobilization and more.
We work with in-country partners to develop and execute integrated advocacy plans – step-by-step guides for transforming ideas into reality.
Successful advocacy requires strategic communication. We help develop coordinated, targeted communications campaigns to educate and influence target audiences and build public support.
Helping advocates strengthen their advocacy capacity is at the heart of our work. We develop tailored trainings, tools and strategies to enable organizations to build their advocacy prowess, promote evidence-based practices from around the globe, and foster strong coalitions and partnerships.
We provide comprehensive legal support to advance public health initiatives and systems change. Our highly skilled team of lawyers provide technical assistance, litigation support, capacity strengthening, and legal and legislative analysis to build a strong foundation for policy success.
Working with leading academic partners and local experts, we conduct primary research to generate local evidence to support policy change and implementation. We provide rapid response technical support to advocacy partners to engage policymaker with the information needed to affect change.
Our global reach enables us to tap into a network of civil society organizations in nearly every region of the world. We partner with philanthropies and other institutions to provide local advocates with the necessary financial and technical resources to build and sustain public health progress.
We got our start fighting the tobacco industry and know how to take on powerful opponents and vested interests. We partner with advocates to assess and effectively counteract opposition to public health policies.
Government investments in public health are vital to driving health progress and prosperity. We work with partners on domestic resource mobilization advocacy, government engagement and institutional reforms, civil society capacity strengthening and advocacy for health taxes to improve health and raise revenues.
In Zambia, the national government increased funding for its civil registration services by 67%, following advocacy by the Global Health Advocacy Incubator (GHAI) and our civil society organization (CSO) partner Maternal Health Action Zambia (MHAZ). Prior to civil society engagement, the initial budget proposal had called for a funding cut.
This means more births and deaths will be registered, more Zambians will be able to enjoy their civil rights and access social services and the country will have a more secure legal identity system.
The Mainstreaming Addiction Treatment Act (MAT Act) was signed into law in the final days of December 2022, eliminating a key barrier to access of a lifesaving medication for the more than 100,000 people dying of overdose per year.
Between 2018 and 2025, the Global Health Advocacy Incubator (GHAI) with support from Bloomberg Philanthropies, partnered with the Government of Vietnam to implement a World Health Organization (WHO)-recommended survival swimming program that fundamentally transformed national child safety and reduced overall child drowning.
