We partner with civil society and governments to catalyze the political commitment needed to increase and effectively manage health budgets. Through a combination of strategic, locally-led advocacy, technical assistance and capacity strengthening, we help drive public investments that prioritize health and improves accountability. With deep experience in both budget advocacy and health tax policy advocacy, GHAI has successfully supported domestic resource mobilization across a range of issues—from epidemic preparedness to vaccines and other disease prevention and treatment.
The Global Health Advocacy Incubator (GHAI) has a long track record of working in Nigeria to advance critical health policies and strengthen the capabilities of Nigerian civil society organizations and public health advocates.
In Zambia, the national government increased funding for its civil registration services by 67%, following advocacy by the Global Health Advocacy Incubator (GHAI) and our civil society organization (CSO) partner Maternal Health Action Zambia (MHAZ). Prior to civil society engagement, the initial budget proposal had called for a funding cut.
This means more births and deaths will be registered, more Zambians will be able to enjoy their civil rights and access social services and the country will have a more secure legal identity system.
In an important victory for public health in Nigeria, Kano State more than doubled its budget for Noncommunicable Diseases (NCD) between fiscal years 2024/2025 and 2025/2026. This substantial budgetary expansion demonstrates the power of sustained, data-driven advocacy and strategic partnerships in securing domestic health funding for chronic disease prevention and management.

Funding for noncommunicable diseases (NCDs) is rarely top of mind when health ministry policymakers gather. This holds true across the globe. NCDs cause three-quarters of all deaths worldwide, yet they draw only about 1 to 2 per cent of global financing for health and roughly the same share of official development assistance for health. There is no dedicated global fund for NCDs. Domestic budgets and donor money still flow overwhelmingly to communicable diseases.
