Jennifer is the Director of Budget Advocacy, Health Systems Strengthening (HSS). Jennifer leads the Data for Health budget advocacy work and is consolidating and building the growing health financing work across all HSS programs. Jennifer built her career at the intersection of global development and public finance. For nearly 20 years, she has been working to promote open, accountable, and inclusive public budgets and equitable access to high quality social services. Over the last six years, she worked exclusively on civil society budget advocacy for domestic health financing. Jennifer's budget advocacy expertise was built hands-on, starting with her experience at a Tanzanian CSO supporting the implementation of a participatory expenditure tracking and budget advocacy project in three districts. This work led her to the International Budget Partnership (IBP), the leading INGO promoting accountable, effective, and equitable public budgets, where she spent nearly 11 years providing training, TA, peer-to-peer learning, and thought partnership on budget advocacy, transparency, and accountability to a range of CSOs around the world. Prior to joining GHAI, she worked as a consultant with GHAI/CTFK, developing and testing a Budget Advocacy Toolkit for Tobacco Control and supporting the civil society workshop to pilot the same.
