Dr. Emelyne Calimoutou is the Associate Director of Legal Advocacy for the Data for Health Program, bringing over a decade of experience as an international human rights lawyer, researcher, and policy advisor. At Data for Health, Dr. Calimoutou leads CRVS legal reform strategies across Africa and Asia, strengthening systems that improve maternal and adolescent health outcomes. She provided technical assistance to the government of Côte d’Ivoire to improve women’s death registration and designed legal workshops and advocacy strategies in Kenya, Morocco, and Bangladesh. Representing the Global Health Advocacy Incubator at Bloomberg Philanthropies events, she influences global policy and promotes equity-centered legal solutions benefiting women, children with disabilities, and displaced populations. Dr. Calimoutou is also a member of the Global Community of Practice on Marriage Registration, coordinated by the UNFPA Centre of Excellence for CRVS Systems. Previously, as a Senior Legal and Gender Specialist at the World Bank, she led reforms on reproductive health, gender equality, and women’s rights across African countries.
