The Global Health Advocacy Incubator (GHAI) has developed a framework to help political and civil society leaders build support for sustainable investments in epidemic preparedness in their countries.

The framework outlines a four-step process for effective budget advocacy that includes planning a campaign, conducting the campaign, strengthening accountability and building sustainability. The framework is informed by the experience of countries that have successfully increased government funding in preparedness and includes examples to illustrate the four-step cycle for budget advocacy and funding sustainability.
